Information and Communications Technology Acting Minister Hon, Peter Tsiamalili Jr has announced a major step forward in its digital transformation agenda with the licensing of Starlink Internet Services (PNG) Limited to operate in the country.

The approval, endorsed by the National Information and Communications Technology Authority (NICTA), is aimed at expanding access to fast, reliable, and affordable internet services, especially in rural and underserved communities.

Acting Minister Tsiamalili Jr., said connectivity is central to the nation’s development strategy. “Access to the internet is no longer a luxury—it is a necessity for economic participation, education, healthcare, and national development. This licensing decision is about ensuring that no Papua New Guinean is left behind in the digital age,” he stated.

The introduction of Low Earth Orbit (LEO) satellite technology is expected to complement existing mobile and fixed broadband infrastructure, increasing service availability and driving competition in the ICT sector. This is anticipated to improve service quality and deliver more competitive pricing for consumers and businesses.

The Minister highlighted that the decision aligns with the Government’s PNG Reset@50 Roadmap, which prioritises digital infrastructure expansion and nationwide connectivity. “This is not simply about introducing a new provider—it is about creating a more inclusive and competitive digital ecosystem that supports innovation, investment, and long-term national development,” he said.

NICTA has granted Starlink authorisations covering network, gateway, applications, and spectrum, including KA and KU bands for satellite connectivity. Operations will be subject to strict regulatory oversight, including consumer protection, compliance with national security requirements, lawful use of ICT services, and support for emergency services.

Hon. Tsiamalili Jr. concluded that the licensing of Starlink marks a milestone in bridging Papua New Guinea’s digital divide. “This initiative will unlock new opportunities for our people, empower businesses, and connect communities that have long been beyond the reach of traditional networks. It is a critical step toward a digitally inclusive Papua New Guinea,” he said.
