The Acting Minister for Information and Communications Technology, Hon. Peter Tsiamalili Jr., has outlined strengthened Government expectations for newly appointed NICTA Chief Executive Officer, Mr. Lume Polume, calling for decisive leadership and measurable improvements across the ICT sector.

While acknowledging existing policy priorities, the Acting Minister stressed that the Government now expects the CEO to place greater focus on improving service quality and reliability, connectivity expansion, consumer protection, digital safety, and accountability.

“The Government expects clear improvements in service quality for consumers and businesses. Persistent service disruptions, network unreliability and customer dissatisfaction must be addressed as a priority,” the Acting Minister said.


Connectivity expansion remains a critical priority, particularly for underserved and remote communities. The Minister emphasized that reliable and affordable ICT services are essential for inclusive economic growth, education, health, and social participation.

He also encouraged collaboration on alternative technologies to accelerate access, noting that the Starlink matter currently before the courts should be resolved amicably to achieve national connectivity goals.


Consumer protection was also highlighted, with the Minister warning that rising complaints must be addressed.

“The rising number of consumer complaints is a clear signal that stronger accountability and consumer-focused outcomes are required across the sector,” he said.


The Acting Minister further called for NICTA to take a proactive role in tackling digital risks such as cyberbullying and online harms, especially those affecting young people and vulnerable users. He cautioned that the Government will hold the new CEO accountable for delivering on policy and regulatory objectives, including improved connectivity, affordability, service quality, and consumer protection.


Despite the firm expectations, Minister Tsiamalili reaffirmed the Government’s commitment to reforms that promote competition, innovation, and consumer protection, expressing confidence that Mr. Polume will rise to the challenge and deliver results that benefit all Papua New Guineans.
