Draft Digital ID Policy
The Digital ID Policy represents a significant milestone in advancing the digital government agenda for Papua New Guinea by facilitating the digitalization of personal identification for citizens. It aims to digitize physical identification documents such as the National Identification (NID) card, passport, driver’s license, and school IDs. This initiative is expected to enhance both government and business processes by promoting system integration and interoperability.
This important policy initiative has been undertaken by the government through the Department of Information and Communication Technology to ensure that citizens have better access to digital services and are empowered to participate more meaningfully in the broader economy.
The policy outlines key measures to ensure that the Digital ID System is robust, sustainable, and effectively operational by introducing a comprehensive governance and legislative framework.
The draft National Digital ID Policy 2025 has undergone several stages of development, including baseline studies and stakeholder consultations. International partners, such as the Asian Development Bank, have made significant contributions to the policy’s development. Key stakeholders such as financial institutions, telecommunications providers, and data custodians have also played a major role in contributing to the draft.
Feedback received on Draft National Digital ID Policy Version 6.1 from key stakeholders has been carefully considered and incorporated. This has resulted in the formulation of Version 7.2, which will be presented and discussed during the implementation plan and roadmap workshop scheduled to be held at the Gateway Hotel on 15 July 2025.
