DICT Recognises the new Public Service Payroll Office under DPM

Papua New Guinea Public Service Payroll Office

The Public Service Payroll Office (PSPO) is responsible for managing, monitoring, and reporting on payroll for Papua New Guinea’s public servants — ensuring accurate and timely payment across all government agencies. It operates under the Department of Personnel Management (DPM) and is located at the Central Government Office in Waigani, Port Moresby.

  • Payroll Processing — Accurate and timely calculation and disbursement of pay for all public servants.
  • Pay Variations — Managing adjustments for leave, new appointments, terminations, and contract changes.
  • Payroll Audits — Regular compliance and accuracy audits, including detection of unauthorised payroll entries.
  • Deductions & Superannuation — Administration of statutory deductions, superannuation contributions, and salary-linked savings.

💻 Digital Systems

The office uses two primary digital platforms to support payroll operations:

  • GovPSS (Government Public Servants Support System) — An employee self-service portal that allows public servants to access payslips, leave balances, and HR records online.
  • BSP Kundu Pei System — An integrated bank-linked payroll processing platform that facilitates direct salary disbursements across the public service.

🔍 Modernisation & Accountability

The Government of Papua New Guinea is actively reforming the public service payroll to eliminate fraudulent “ghost” employee entries and strengthen financial accountability. Payroll expenditure represents a significant share of the national budget, and the Department of Finance leads ongoing audit efforts to detect overspending and enforce fiscal controls. These reforms are part of a broader digital governance agenda aimed at improving transparency across the public service.
