Papua New Guinea Public Service Payroll Office

The Public Service Payroll Office (PSPO) is responsible for managing, monitoring, and reporting on payroll for Papua New Guinea’s public servants — ensuring accurate and timely payment across all government agencies. It operates under the Department of Personnel Management (DPM) and is located at the Central Government Office in Waigani, Port Moresby.

🗂️ Key Functions

Payroll Processing — Accurate and timely calculation and disbursement of pay for all public servants.
Pay Variations — Managing adjustments for leave, new appointments, terminations, and contract changes.
Payroll Audits — Regular compliance and accuracy audits, including detection of unauthorised payroll entries.
Deductions & Superannuation — Administration of statutory deductions, superannuation contributions, and salary-linked savings.

💻 Digital Systems

The office uses two primary digital platforms to support payroll operations:

GovPSS (Government Public Servants Support System) — An employee self-service portal that allows public servants to access payslips, leave balances, and HR records online.
BSP Kundu Pei System — An integrated bank-linked payroll processing platform that facilitates direct salary disbursements across the public service.

🔍 Modernisation & Accountability

The Government of Papua New Guinea is actively reforming the public service payroll to eliminate fraudulent “ghost” employee entries and strengthen financial accountability. Payroll expenditure represents a significant share of the national budget, and the Department of Finance leads ongoing audit efforts to detect overspending and enforce fiscal controls. These reforms are part of a broader digital governance agenda aimed at improving transparency across the public service.
