Public Consultation on Mobile Number Portability (MNP)
The National Information and Communications Technology Authority (NICTA) has completed a comprehensive public inquiry into the potential implementation of Mobile Number Portability (MNP) in Papua New Guinea.
MNP allows mobile users to retain their existing mobile numbers when changing service providers. This promotes consumer choice, enhances market competition, and supports service affordability.
Following two earlier phases of public inquiries conducted between October 2023 and May 2024, NICTA has now submitted its Final Inquiry Report (2025), which includes a Cost-Benefit Analysis (CBA) and recommendations to the Minister for Information and Communications Technology.
Minister responsible for Information and Communications Technology Hon Peter Tsiamalili Jr, issued a directive to the Department of Information and Communications Technology, under Section 229 of the National ICT Act 2009, to gather comments and submissions from stakeholders and the general public on NICTA’s Final Report and recommendations.
Stakeholders and public are therefore encouraged to access the MNP Inquiry Report 2025 and consultation instructions below and provide written submissions to the Department of ICT via email at mnp_consultation@ict.gov.pg or fill the feedback form below.
