These entities possess robust digital infrastructure and connectivity, enabling them to digitize most of their operations. They offer an array of G2G, G2C, and G2B digital services and have fostered a culture of innovation. Category 2: Digital Progressors Public bodies in this category have made significant strides in their digital transformation journey and demonstrate a strong foundation in terms of digital infrastructure and connectivity. They are in the process of digitizing the majority of their operations and have started to provide one of G2G/G2C/G2B digital services. Their service comprises both digital and traditional way of doing business. Category 3: Digital Adapters These public bodies recognize the importance of digital transformation and are beginning to improve their digital infrastructure and connectivity. They are actively adopting technology to digitize their operations and are making efforts to offer G2G/G2C/G2B digital services. While they encounter some challenges, including infrastructure, connectivity, and capacity constraints, they are dedicated to enhancing their digital capabilities Category 4: Digital Beginners This category encompasses the majority of provinces and agencies that are at the initial stages of their digital transformation journey. They are working to address infrastructure and connectivity issues, as well as build their capacity. These entities are not yet providing digital services and may face resource limitations and resistance to change. Category 5: Digital Strugglers The entities in this category, mostly provinces, face significant challenges in their digital transformation efforts. They lack fundamental digital infrastructure and connectivity and do not offer digital services. Moreover, they often grapple with resource constraints, including budget support, capacity limitations, and administrative support. DIGITAL TRANSFORMATION OFFICERS. (1) A public body shall designate a Digital Transformation Officer for the purposes of this Act. (2) A Digital Transformation Officer is – a) to coordinate with the Department on ICT and digital transformation matters; and b) to facilitate integration and interoperability of the systems of the public body; and c) to facilitate delivery of digital services by the public body; and d) to manage the electronic data in the public body; and e) to provide ICT reports and feedback on a quarterly basis to the Department or as requested by the Secretary. (3) Where a public body does not have a Digital Transformation Officer, the head of the public body shall nominate an officer to perforn the functions of a Digital Transformation Officer until such time a Digital Transformation Officer has been designated. (4) The Department shall, in collaboration with other relevant agencies, take all steps necessary to develop and ensure digital skills and digital government capacity building programs are available to digital transformation officers.
