PNG ICT Minister shares PNG’s progress on SevisPass, Government Cloud, and digital transformation journey

HONIARA, SOLOMON ISLANDS – 29 APRIL, 2025

Minister for Information and Communications Technology, Hon. Timothy Masiu, highlighted Papua New Guinea’s progress in digital government during his address at the 29th Annual General Meeting of the Pacific Islands Telecommunications Association (PITA) in Honiara, announcing that over 950 public bodies are now operating on a secure Government Cloud, with a national Digital ID system currently under development, and cyber security measures upscaled.

“We are committed to digitizing key public sector processes to improve governance, enhance revenue collection, strengthen national security, and optimize service delivery,” Minister Masiu said.

“We have adopted critical frameworks and are working with our industry partners, including SOEs, to develop foundational infrastructures and systems.”

PNG’s digital transformation is guided by a suite of forward-looking policies, including the Digital Transformation Policy (2020), Digital Government Act (2022), and supporting frameworks such as the Cybersecurity Policy (2021) and Strategy (2024), Cloud First Policy (2023), and the recently approved National Media and Data Governance Policies (2024).

Minister Masiu add that the PNG Government Cloud Infrastructure is now fully operational and managed by the Department of Information and Communications Technology (DICT).

“The system currently supports over 95% public bodies, including national agencies, provincial governments, districts, and provincial health authorities.”

“This secure platform hosts websites, email services, domain management, and cloud storage for government entities,” the Minister said.

“It is the digital backbone of our public sector.”

He also revealed progress on SevisPass, PNG’s national Digital ID system, designed in line with international best practices, including compliance with the United Nation’s General Data Protection Regulation, 2018.

“SevisPass will provide every citizen—especially those in rural and remote areas—a secure digital identity, unlocking access to government services and participation in the digital economy,” Masiu announced.

Through these integrated initiatives, PNG envisions a future of efficient public services, transparent e-governance, financial inclusion through digital wallets, and robust cybersecurity protections.

“Through these initiatives, we envision enhanced service delivery for all citizens, transparent governance through e-voting and public accountability, financial inclusion via digital wallets and microfinance access, cybersecurity and fraud prevention to safeguard citizens and institutions.”
