The Department of Information and Communications Technology (DICT) has introduced a new digital governance framework to unify government ICT systems.

The goal is to improve service delivery by making systems secure, interoperable, and coordinated across all agencies.

At the 7th Futures Forum in Port Moresby, Mr Jessy Sekere, Executive Manager for Digital Government and Shared Services of DICT, explained that appointing Digital Transformation Officers (DTOs) has been vital in DICT’s efforts to digitize the government.

He shared insights into the department’s progress so far and what remains to be done to advance the digital agenda.

Sekere emphasized that the new framework aligns with the Digital Government Act 2022 and aims to create seamless digital services for citizens and businesses.

It follows international standards and covers policies, cybersecurity, infrastructure, cloud services, and key digital tools such as digital IDs, the Service Pass, and the Data Exchange Platform.

DICT has approved cloud providers like Alibaba, Oracle, AWS, Microsoft Azure, and local company Dataco, adopting a multi-cloud approach with clear usage guidelines. To support implementation, each government agency will have a Digital Transformation Office (DTO).

These offices will meet monthly to share progress, coordinate projects, and troubleshoot issues.

Sekere highlighted that previously, systems operated in silos, causing duplication.

The framework will promote a unified, interoperable digital environment, reducing redundant IDs and systems.

Additional initiatives include a pilot private network with Dataco, a cybersecurity centre monitoring over 100 agencies, and plans to merge multiple portals into a single e-government platform.

 â€śDigital transformation must be coordinated across all agencies and partners to improve efficiency, security, and ease of doing business,” Sekere concluded.
